1999 6.8L v-10 coolant loss

Helping a friend out here with a 1999 F-450 V-10 Rebuild. Replaced Heads w/Refurbished, Felpro head gaskets, and Torqued Heads To Specs! Motor started right up and ran very smooth. Then after a few hours started using antifreeze. Steam in Exhaust and can smell it also. Some bubbling in degasser tank. Engine Temperature staying normal. My guess is one of two possibilities ....Head Gaskets again....but this is hard to believe after taking much care in following Ford's procedures. Is it possible for the antifreeze to move through this intake into the cylinders due to Crack or Bad Intake Gasket? Plan to do a pressure test and Compression test. but thought id question someone more familiar with this motor then I. Thanks for your input if you've had any experience into this problem.
