Considering if the relays are GOOD, and you have tested to ensure you have voltage at the t-case shift motor on both wires(meaning in the 2wd-4hi position AND 4hi-4lo position) then I would pull the shift motor and bench test it. Check it operation.
Now if you do not have voltage and Both relays are good, then you will want to check your dash switch. If that is good then, check the 4wd module.
Be sure to inspect your wiring for cracks or breaks while you are working on the system. I hate electrical problems just because you can't SEE a break in a wire.
