Dash lights partially working

Hello I have a 1975 F250, My dash lights have not worked since ive owned this truck. I checked all the fuses and they were good. I took apart the dash replaced all bulbs with new 194, cleaned connections and replaced headlight switch while i was in there. The light between the two switches (headlights and windshield wipers) illuminates, the radio green light, the turn signal indicators on the dash and the bright light indicator works and the red brake light in the dash. Also the two black twist in bulb holders closest to the middle work fine but none of the other bulb illuminate. On my main pigtal to the cluster only the 11 and 12 pin have power with the lights on, im not sure if this is normal or not. Does this picture mean only two of the bulbs are used for the backlight of the instrument cluster? i believe i have the bottom cluster in this picture

I think some models may have had a third back light center bottom. But many do not and only have the two on either side of center.

About 50% of the time I have to replace the bulb holder to get the light to work. This is after trying a new bulb. Sometimes bending the contacts out on the holder is enough to get them working, as well as cleaning the contacts with fine sandpaper. Also, clean the contact area on the PC with a pencil eraser to clean it up.

I rehab 10 or so clusters a year to resell. I took a truck end of the wire harness & rigged it so it will power all the lights on the cluster when plugged in. That way I can test them to make sure they all work before selling them. Much easier to troubleshoot it that way, on the bench rather than in a truck.

Yes, just two bulbs for illumination.

Well guys i went and tried them again after i gave up on them and put it all back together plus it was dark now and wa laa they work! I never realized they have a greenish tint and i couldn't tell they were on in the daylight. But thanks for your help fellas!
