1997 Ford F-250 7.3 will not start

Good morning,

My name is Jason and I own said truck, I saved this low mileage truck from a scrap yard and have been driving it daily for a year or so now. I was heading home one afternoon and ran it out of fuel trying to make it to my trusty service station that sells good fuel. I called my wife to bring me fuel and could not get it to start so I ended up towing it home. I knew the IPC sensor was bad as it was stalling at idle and jumping some driving down the road. So I replaced it, did not fix the problem. So here is the issue I am having now, it will not start on it's own after running out of fuel spray starting fluid and it will fire up and run all day long. let it sit 10 mins and it will not start. I have made sure the fuel filter bowl is full of fuel and it still will not start. Any ideas as to what I need to do next?

Check the fuel pressure while cranking. You need at least 20 psi to start the truck.

The scrader valve is to check pressure yes. As Glenn said no need to bleed air. The return line will simply carry it to tanks.
Also is the wait to start light coming on with key? Tach move while cranking?
Tin nut on ipr on high pressure pump?
Check icp sensor on drivers head for oil in the connector.(oil means it's bad or on its way out)

It has a new IPC on it now, I have not checked the pressure yet but it def will not start on its own right now, I hope like hell running it will correct the problem. Once it is started it will run forever, once you shut it off for a min you have to spray starting fluid to get her up and running again

How old is the oil change?
Ipr orings bypassing will yield a nostart because of low high pressure oil pressure. Do you have a way to monitor high pressure oil pressure and ipr duty cycle?

Um, it wouldn't start on starting fluid and continue to run if it were the CPS, fuse #22 or anything along those lines.
