Ford Traction-Lok differentials were optional. P71 Crown Vics could have 2.73, 3.27 or 3.55 rear end ratios. P71s with a 3.55 rear end ratio after 2005 had a Traction-Lok differential as standard equipment.
The tag on the back of the rear end housing cover plate (if still attached) will tell you the ratio. "3.27" would be an open (single track) differential. If the tag reads, " 3L27", it has a locking (Traction-Lok) differential.

The 03 and later is the bolt in style aluminum K-member.
I parted a 97 for the motor, and some parts I needed for a fuel injected swap. Mind you I had only done side by side measurements, and not attempt made for real.
The 02 and later is a solid frame, and if you cut the frame 2-3 inches behind the last lower A-arm mount. Cut 1/4 groves into the frame rails at the same width as your frames up rights. Cut your frame about 14 inches off the firewall, and cut the lower C part of your frame off. Slide the 2 pieces together, and weld her up. Do a similar set up for the front, and your set.
The big advantages for me are
1. Its steel, and will be welded in for a firmer hold.
2. It can be set up for a lower ride height easier. Since the lower A arm does not want to occupy the same spot as the forward cab mounts.
3. More air bag options if that is important to you. Conversely the 03 is far easier for performance coil overs.
