1999 f150 4.6 head swap windsor heads to romeo heads

pulled the heads off my windsor block an put romeo heads back onall new parts on the front of the motor an had the heads reworked
now the chain tensioners sound bad an making a slapping noise
no power until i get the truck up to about 2 grad be for it starts pulling

If the cams are not at the same height the chains will be to loose the tensioners won't take up enough slack.
This can retard the cam timing causing loss of low end engine torque.
Or the cams are one tooth off.
Why did you do this?
Are you sure of a fully a compatible swap.
Windsor is Canadian, Romeo is US design.

I would have had the winsdor heads redone.
