Did everything un plugged it and still no fire. I just left the chip out. I don't know what to do? Take it to a mechanic or what?

Well I charge one battery at a time. And it's about all day so I get a couple good try's. I seen it jump once maybe twice. But when cranking It goes up a hair then when I shut key off it goes down. ( maybe a goes up 1/16 to 1/8 on the tape measure )

Not trying to speak for him, but knowing you have power to PCM and IDM is what I suspect. If you check power at IDM, pin 14 and have battery voltage there with key on, you know the PCM is sending power. Probably not necessary after that, but you can also verify battery voltage is getting to PCM at pin 71 with the key on.

Yup, that's it. Good point on IDM first. That would indicate PCM is powered and functioning at least to some degree. I'm too new to these trucks to back it up, but my gut tells me the PCM ain't thinking straight. So, if it were me, I'd want to check for power, before swapping PCM's. I know the fuses are good, but there are still at least 2 relays and a diode in play there, as well as a few feet of wire, and some connection points.

For example. Notice pin 70 on the PCM is labeled IDM enable output. It's not called power. That makes me think that it is a signal command to relay 2, which is labeled as the IDM relay. This is common nomenclature on our systems at work. I may just be over complicating it, and I don't have the full wiring diagram, but I've seen similar circuits on other systems.
