Will a 6637 filter get wet when raining?

Like they said above, I just ziptied mine to the fender. I think that works because the air temperature there is close enough to the temp inside the filter. I considered drilling the right sized hole in the rubber filter endcap, but decided it wasn't worth the effort.
I am curious what the engine computer does with the air temperature information. The air gets real hot once it reaches the turbo compressor wheel so I don't know what the intake air temp upstream of the turbo is used for or why it would be important. If anything it seems to me that the air temp should be measured after the turbo, or after the IC, if there is one.

Yes it is. PCM needs to know how much back pressure is present when the EBPV is functioning. PCM limits the back pressure to 43 PSI (which includes atmospheric) to prevent engine damage. If it approaches 43 PSI PCM will open the EBPV a bit. In reality I've seldom seen 43 PSI but do see upper 30's though. Well, I use to, I've deleted the EBPV all together.
