5.8 EGR

Did a code check and got the 33 for EGR. Depending on which book you look at it could be not opening or not closing. Anyway I replaced it which was a pain because the tube broke too but got it done with a new sensor and still get the 33 code. New valve so it should be closing properly. No vacuum ever to the EGR as far as I can tell. When I rev it up it should get vacuum right? Vacuum solenoid? Or computer not sending the right signal? How do I know which? No vacuum leaks and vacuum gets to the solenoid but never past it.

Likely the vacuum line between the solenoid and the valve is broken, otherwise the solenoid is bad.

I checked vacuum line with a vacuum pump and it's good. I read somewhere here that solenoids with grey caps are not interchangeable with black caps. Mine is grey and O'reilly only has black. I wonder if that's still true?
