P0194 fuel rail sensor erratic

2008 6.4 Got this code yesturday and the truck idled rough and died started it back up and it does it intermittent is this possibly just a sensor change under the valve cover or fuel pump ? I was going to change the sensor tomorrow and go from there. This is the only code I could pull fuel rail pressure was right at 5750 at ideal and went up to 7-8000 just giving it a little fuel the voltage for the sensor is bouncing from 1.18 - 1.22 volts running koeo .50

Iirc sensor and under valve cover harness.

Ok I changed the sensor and the wet harness but when I pulled the sensor I thought fuel would come out but it was dry ? Is that normal

You will only have fuel there if there is pressure at the line. So what you have is normal.
