Help!!!! C6 band adjustment

I am putting a transgo shift kit in my 78 bronco c6. It says to tighten until you can't move drive shaft then back off 1/4" turn well no matter how loose I get the back drive shaft won't turn. Can I take tires and drums off both sides and adjust it then or does it need the drag from the tires?

I've got a transgo in my tranny and I don't think it requires you to alter the band adjustment from what the book says. That would be 120 inch pounds and back it off 1 and 1/2 turns.
