The IPR reading is in fact a commanded duty cycle. It does not reflect % open and it is not related to the wiring.

If it stays on 14.8% (or 15%), then the next thing (IMO) is to verify sync as recommended above.

Im not next to my truck right now but I looked online and the code said camshaft position sensor "A" circuit low and what I found was that the code number is P0342

That makes sense... without the sync, it won't command the IPR to shut. You said this has been happening for about 6 months off and on... Check the cam sensor wiring.

I don't find that code in the 6.0 bible, but it came up in AE as basically the same thing: a bad connection or signal. I'd pull the sensor harness plug and check for oil contamination in the sensor and/or harness. The sensor has 2 O-rings and the outer one will break and flood the harness plug causing an intermittent or non-existent signal, which will cause a no start condition from no sync.

Its possible you have torn the screen out of the IPR and have debris holding the valve open. But I don't think that's the problem.

It is common soon after an oil cooler that the lint from rages cleaning up the oil cooler reservoir to clog the IPR screen. When its clogged, it blows ... sending debris into the valve causing problems. Its happened many times. I shop vac'd mine meticulously thee times, blew it out with compressed air, and then still worried.

That's why Watson asked if you have pulled the IPR since doing the oil cooler? A week after the oil cooler job is a little long to plug the IPR screen, but still plausible.

The only problem with this theory, is that the IPR % is supposed to be the command, not the actual. So, if you have low ICP and 14% IPR, it tells me to look elsewhere before worrying about the screen. In addition, if the IPR screen is torn, it is almost always a constant, and not an intermittent problem. Although I've never heard this, Mark said it, so I believe it. I didn't know no cam sync would cause the IPR not to close.

For what its worth, Cam and Crank sensors on the 6.0 rarely go bad. Its usually a loose connection or a bad pigtail. BUT, trucks have also been known to throw that code with extended cranks, and it is a false reading.

Based on your symptoms, I'd look at the cam and crank sensor wiring. I had an intermittent no start and it was simply because my cam sensor was loose. You just have to be contortionist to touch the thing.
