The lights on the fenders suggest what we've seen of Australian production. But the trucks appear to be left hand drive, which seems odd and would not be consistent with that, and the British flag flying. Interesting.
I think the turn signals on the fenders was an overall export thing, not just Aussie. I can't imagine anyone but the Brits flying the Union Jack, so I'd guess this is a Brit port of entry for export models headed to the Continent where LHD would be used (Sweden, Germany, etc.).

When I worked for Aeroquip we would fly the national flag of visitors to the plant alongside the US flag. Maybe this is a US plant and they had British visitors? The small lights look like Mercury truck parking lights added for turn signals.
There is a 1949/50 sedan in the background. The parked cars on the left has two interesting entries. I think this is a British facility with the US and Ford flags flown more as plant ID. Look at the second and third parked cars on the left. I don't know what that boxy looking one is, but the next one to the left looks like an Anglia.

That's a 1949 Ford facing forward with a 1946 Ford (appears to have two decklid mouldings) parked next to it.
It actually looks like the Buffalo plant, I grew up about 2 miles from the plant. They had a lot of Canadian workers there and Ford, along with several other large manufacturers in the area flew both the US and Canadian flag as it is a border city. However, the black fenders unless they were some special order would probably make it more likely the Windsor plant.
