Hey guys I'm new to the forum my name is Alex, nice to meet all of you, lets get to the story. 3 days ago I bought a 98 navigator off my friend for $500, a steal because for what he said the PATS is bad on it. For the past 3 days I've been searching online for ways to fix it how to reset it but nutting works on it. I don't have the original keys I have one but the chip is not in it, I have one with a chip that he bought online and supposed to had set it up to the car with a locksmith. Whn I bought the car the first time it turned in great AC works everything was golden until I got 5 mins from my house then it turned off on me. I tried to turn it on again and the theft light on the dash would flash fast then go off. I had to get the car towed to my house where I called him and told him what happened he said to unplug the PAST module under the dash by the steering column and unplug the battery over night. The day after I plug the module back in, plug the battery back in and now the theft light wont flash and the car won't start either. What can I do at this point, I know you guys are probably tired of hearing about this and is a pain in the a$% but I really need the car, anything would help, oh and does anyone know where the PAST fuses are????? You can start by investing in a diagnostic tool, the best one I can recommend is:
FORScan
with the obd adapter:
If you have an iPhone, they also have a WiFi version of that adapter. Your real use will be in Windows though, so you'll need a laptop with Windows and bluetooth capabilities (buy a cheap USB bluetooth dongle if it doesn't have bluetooth already)
FORScan will let you check just about anything, and run self tests. It will also allow you to program new PATS keys, but the website says it only supports Expedition/Navigator 99-08, but I don't think there's any difference from MY 98 to 99.. You'll have to do a little research on that though. If the PATS is dodgy, you might be looking at a faulty module. If the PATS module is a separate module, then that is your first suspect. It can also be bad wiring to the pickup coil in the ignition cylinder, or even the pickup coil itself.
I will also recommend that you buy a factory service manual for your truck, it is very helpful in maintaining an old vehicle. You can find hard copies and DVDs on eBay, the DVDs will only run you about 10-20 bucks.

You have to get the FORscan setup as Skauber suggested, get a locksmith to make a house call, or you have to have it towed to the dealer. BTW, I listed those 3 options from least to most expensive.

Is there a fuse that I'm missing sumwhere or something because I got my friends working PAST module, the ring around the switch switch it to the Lincoln and still no theft light and still just cranks and won't turn on. Where are all the fuses for the PAST located at????? And yes I still think is a still beau it may just be a fuse, something small and I got a perfect running car

The best thing you can spend money on right now is the factory service manual, either a hard copy or a DVD (~10 bucks on ebay), where you'll find all diagrams and troubleshooting procedures. It might need to be reprogrammed for all we know, but you'll have to do a proper troubleshooting procedure in order to pinpoint the issue.

Why did it turn off on you? Outta gas?
And when you tried to restart it, did the starter motor crank the engine?
I'm not sure how, but whenyou bought it the first time, it started and the AC worked. PATS wouldn't know enough to turn it off while driving it to your house.
When you try to start it, does it have fuel pressure and spark?
