Yes, the under dash heater started with the US 1965 model. Canada changed models with the calendar year, so you could have a 1964 Canadian Econoline built at the end of 1964 with an under dash heater.
The under dash heater can be installed in the 1961-1964 Econolines. Some of the earlier models require the later wiper motor for clearance.

The 1961 "door tag" should be riveted to the body rather than the door as they were on later models. The 1961 tag should be on the door post between the two hinges. If the tag is on the door, then it may have come from a different Econoline.
Check the bracket behind the right rear tail light. The VIN should be stamped on that.
