That ain't a VIN, it's an engineering number. Part numbers are on whatever package the part comes in, maybe SOMETIMES on a metal tag attached to things like transmissions. Engineering numbers are what you see cast into parts.
So that number just says it's an engine, designed or revised in 1984 by the Ford engine division.
