Cam phaser causing chain slap?

I have an 05 5.4 that I replaced tensioners and guides on. The chain is still very loose to the point it's rubbing the valve cover. Could the phasers be causing this? I'm almost 100 percent positive it didn't jump and was planning on replacing the phasers and locking them out but wasn't sure if a bad phaser could cause that much chain slack. Other than the chain noise the engine runs nice and smooth.

Does it use a hydraulic tensioner? Does the hydraulic tensioner need to be pumped up?
