No fuel at rail.

I have a 99 f350 super duty with a v10.
I drove it Friday night, but it wouldn't start Saturday morning. It is turning over fine, just no start.
I have no pressure at the fuel rail. The pump does its little key on run. I can hot wire the pump at the tank, and it pumps. It builds up pressure after the fuel filter. I found that out when I changed the fuel filter. Will the pressure regulator shut off the fuel to the rail? Any other ideas.

No, regulator works after the injectors and simply maintains correct pressure.
Have you tested for proper psi at the fuel rail? Without a proper test, some pressure will build but not enough.
The pump can still work with a new fuel filter and not create the necessary 42-45 psi.
My bet is the pump is going bad.

I spent all day messing with the fuel, when the problem was my fuel pressure gauge isn't working. Kind of silly. I know.
My injectors, are not opining, and my coils are not firing. I needed a break tonight. I will check power to the pcm some time tomorrow. Sounds like bad news to me.

I will check power to the pcm some time tomorrow.
We already know that it has power since it's turning on the fuel pump at key-on.

Check the fuse(s) that supply power to the coils and injectors (probably the same one, perhaps F23).

Thanks. That makes me feel a bit better.
My power distribution box, 23 says blower motor. Passenger compartment, 23 says Electronic flasher. I don't see coils and injectors.

Memory malfunction, I was out in the sun all day yesterday and was beat last night ... F23 is for the half-tons.

The injectors are powered off the same fuse as the PCM, F7 under the hood. Injector power is on the red wire on all injectors. You can come back to that later for a check, if needed.

The COPs are powered by fuse F30 under the dash which is supposed to be HOT IN START OR RUN. I'd start with that.

Because the COPs and injectors run off different fuses, there isn't just one that's common to both circuits. We may need to move "upstream" in the system depending on what's found when checking those two circuits.

Thank you. It is running.
I found I did have power to every thing. I was trying to check spark on coil #6, drivers side front. I had no luck. I cleaned and gaped the plug and put it back. Then on #1, passengers side front. No spark, but I cleaned the plug and gaped it be for I put it in. Then it started sputtered and shut off. It did that a few times, playing with the gas peddle didn't help much. Then I put the air filter hose back on. I had it off to look at the butterflies and see if any thing was there. Then it started and ran. I changed the spark plugs. It never gave me a singe that the plugs were bad. I have never seen a motor with more than one plug not start because of bad plugs. Run bad, yes, but it should start. I guess I am not sure what was wrong, or if it is fixed.
I will not drive it any further than I can push it home. LOL

Symptoms of a bad fuel pump again. Sometimes the brushes in fuel pumps go bad and are sensitive to heat, shutting down once running, especially with an empty or low fuel tank. Work again once cooled down.
It may run one time upon starting, not the next.
Get a fuel pressure gauge and check fuel pressure at the rail before driving too far.

If it stops running or won't start tap the bottom of the tank with a mallet. May just jar the pump to get you home.

Sounds good. My gauge is not so much the problem. The connection is missing the little piece that pushes in the stem on the schrader valve.
