99 7.3 runing rough
Hi so I bought a 99 7.3 been in the trees for a few years pulled it home and now trying to get it running. Did a service new filters and oil fuel too. I can get it to start and will run but runs very rough and if you put it in drive cant pull its own self. I don't have a check eng light on. And found out my scanner is a pos lol. it will hooked up and then try to pull codes and loses it connection. But that's the scanner will not work on my other 7.3 as well. Im am making high pressure oil checked off the rail with gauge and it will build up to 2000 psi when I rev it. but missing like crazy. I swaped the pcm and idm out of my running 7.3 and it didn't change a thing. I have checked the pass thoughs and they are fine. pulled drivers side valve cover off and no oil leaks when running and rockers are fine. new ipr valve as well too. I know I need to get a scanner to talk to this thing better but any ideas ?

Got it! Now. with some dedication and wrenching, I think we can get everything to your liking. Right now, sounds as though you've got some electrical gremlins.....
But, there are some things we need from you when you post:
1 Model Year
2. I'm Assuming the Truck in your Signature is NOT the Truck you speak of ?? Need to know Model Type: i.e.: XL,XLT, Lariat, Crew Cab, 4x4, Automatic or Manual Transmission.
Example: 1999.5 MY AT 4x4, DP Tuner, BTM,
3. Modifications: Tuner, Exhaust, Intake, Sticks, Turbo, Exhaust, etc.
4. A Scan Tool which will monitor PID's.
5. Above all else..... Patients!

I'd put my bet on Fuel.
Old fuel, bad in-tank pickup (Hutch mod), fuel filter, etc.
Being a couple years sitting, try fuel line into a diesel can and attached to the intake of the fuel pump, bypassing the fuel tank completely.
This is just to get it running and such, then you'd have to drop and clean the tank, Hutch mod, replace suction side of rubber fuel lines.
Good luck.
