If I am reading this right with key off and the cluster plugged in.
Pin #4 should not be grounded. If you find that it is don't change
anything and wait 30 minutes and recheck. That should give it more
than enough time to reach the time-out period and lift the ground.

On the wiper motor it's on F2.33 Should be hot in RUN and ACC.
The only thing be tween it and the wiper switch is the ignition key
and swith assembly.

Ok guys and gals, it's been a while as I got busy with work. I found and have fixed the problem! The wiper motor shorted out and in turn caused the instrument clusters battery saver relay to stay on and never go off. This burned up the cluster.....the rest is history
