Yes, the compressor clutch is always engaged and that is part of my concern. Checked the blend door and it operates as it should. The evap coil is brand new and unclogged and I don't have a cabin filter. I still think that I am leaking refrigerant past the orifice into the evap and that is causing the compressor body to be cold when it is running. There is cold air coming from the ac but I never get below 40 on the low side.

I am going with the sticker under the hood for my oil and refrigerant charges. Any reason not to? Even documentation from Ford has several values but I figure what is under the hood is the most specific to my vehicle.

I had a similar problem after I replaced the AC components and recharged it. Turns out there is a pressure switch connection near the evaporator that wasn't properly connected. There are two switch connections on the system, it's been awhile and I don't recall exactly what they do but both have to be hooked up. Not real likey that's your problem but I thought it was worth mentioning.

About 9 vs 7 oz of oil, your compressor and system aren't going to know the difference.

Low pressure switch is on the dryer. High pressure switch is on the compressor.

Too much oil can gum up the orifice tube.

I thought it was okay for it to stay engaged?
I thought frequent cycling was under charged.

But from your pressures, I would say overcharge.
