Transmission stuck in tow haul

04 f250 6.0 my transmission stays in tow haul mode after I turn the overdrive back on. Light turn on and turns off with the switch but rpm don't change what can it b?

Turning Tow/Haul on and off does not mean the transmission will shift at that moment. It is NOT an overdrive lockout, it changes the shift patterns.

My truck fills sluggish when driving and the transmission shifts like it does when the tow haul is on even when it's cut off. I'm running 1500 rpm at 55 mph when my neighbors f250 runs 1000 at 55mph.

1500 RPM at 55mph sounds perfectly normal for a 6.0/5R110W in OD, with 3.73s and stock sized ~31.5-33" tires. You'll need to provide a lot more information to make the comparison with another unspecified F250.

Old fluid, bad solenoids, low engine voltage, PCM-only tune, a whole lot of things. What's the maintenance history on the truck? Trans flush and external filter change interval is 30k miles.
