First, there is no such thing as a 4EOD. Ford had an E4OD, but it was out of production before your '99 Superduty was built. You have a 4R100.

There are two possibilities that you might be able to do yourself. First, fluid level. If it is too low OR too high with fluid this can happen. Second, there are feed bolts under the valve body. If they loosen all kinds of odd behavior can happen.
