Help please - Carburetor question

Brother has: 1963 Ford Econoline Pickup 170 6 cyl 3 speed on the tree.
pictures of: bottom of Carb and top of carb spacer

does not run well: mechanic said I have the wrong carb (Tomco)
question is: do I have the right carb with the right set up or is it all wrong?
Any info is greatly appreciated because my brother is itching to drive his truck!
((Posting here because no one answered my question in the Econoline section. 1 tried....))

Is this a hole, or just an imprint from the gasket?

Tough call. Carb appears to be Autolite 1100 style with 1 7/16" throttle bore which would be correct for "63". Carb adaptor however appears to be for Autolite 1101 style with 1 11/16" throttle bore with vacuum passage for the 1101 carb. Casting number is to the rear of carb on intake log to verify year. 1101 was stock on the 223ci for "63". If I'm correct , it should still work but there is a difference in cfm rating and different size throttle bore would disrupt flow characteristics especially to the outmost cylinders..

Thank you both for responses. I believe in looking at the bottom of the carb and the top carb spacer, my brothers mechanic did not place the right gasket between them both (he did not place the one with the vacuum passage on it -- thus not too much power). I am going to replace with the correct gasket and check out the bottom gasket under the carb spacer and top of intake. I will also check out my vacuum advance. I will keep you updated.
