In almost all cases I was involved with, I just got a laundry list of things to fix and take it back in for a second round - or the shop would fix it for me if I told them to.
We have safety and emissions. If you buy a vehicle from a buddy, when you register it you get a 10 temporary inspection sticker so that you can take it to the garage legally. If you do not get it inspected and it passes, you can get a ticket if pulled over. If you buy from a dealer, it is already inspected and good to go until next year.
In my case with the truck, it can pass safety yet fail the emissions and I will not get a new sticker until it passes both. Had that happen a few months ago with the Edge. It passed emissions but needed a tie rod end replaced before they would pass it for safety.
Okay, so what if you just didn't bother with the inspection, then?

What Scott said. When I was going thru my divorce, I bought a cheap, beat up Nissan to get by that was out of inspection by a year. Got it registered, and because I didn't have 2 pennies to rub together to get stuff fixed on it, just kept running it. Eventually got stopped by PASP (by that point the thing was out 2 years) and got lucky because the cop was sympathetic to my story. Rather than fine me and park me, he wrote me up on a warning to get it done in 48 hours. Well, it was so far gone we just junked it.
He could have fined me pretty hard, and forced me to park the truck.
