85 Econoline 351 $V Holley - feedback?

Neighbor asked me to repair his 85 E-150 with a 351 4V and a Holley. He caught it on fire trying to prime it, back fired, guess the rest---.

Is this a feedback carburetor controlled by the EEC-IV?

I had an 83 Ranger with a 2bbly on a V6 in which the EEC-IV controlled the mixture to an extent.

If it's a Holley ? No, it's that hybrid Holley/Motorcraft 4180
