ats turbo low boost..

After my new engine install my ATS turbo has low boost anywhere from 10 to 15psi max! I've got a r&d 90cc with the WG wired shut. My pipes are sealed with no leaks. I just replaced the snail gasket thinking that was it, it wasn't.. sounds like a boost leak around 15psi but I've got none at the moment, with the old engine I could hit 20psi real easy.. something I'm missing? Any help would be great thanks guys

This Fel, Do you need me to send you my meter? Im going to time my Bronco as soon as I get it fired up, but after that, its free to go wherever...

2* could be worth 3psi.... What does your intake tube look like? 3" DP?

Advancing it from there wont help boost, only top end.

Are the bearings in the turbo good? If its side loading it wont like building higher boost. But sounds like it was working good on the others.

I wonder if the seal on the up-pipe is leaking from removal?

Gotta be a boost or drive pressure leak somewhere...
