1994.5 powerstroke no start

Hey guys, I recently bought a 94.5 F-250 powerstroke with the zf5 transmission. I drove it for about two hours and parked it in my driveway. Two days later I went out and it wont start. I need to get it started asap. It cranks but will not fire. No smoke comes from the exhaust. I do get the wait to start light and can hear the gpr kick on and stay on for about a minute or two. My oil level is good at the dipstick but the bolt on my hpop reservoir is mangled and I could not get it out yet. I do have a bad ICP sensor and bought a new one from the dealer already. However, it still does not start with the ICP sensor unplugged. I checked the voltage of my GPR and am not sure if its getting enough to start the engine. With the engine off, the large terminal that connects to the battery has 12.4 volts. When I turn to start it drops to 11.3 and the other large terminal reads 10.9 volts. Does this mean the relay is bad? If not where would I go from here? I appreciate any advice or help you guys can give, thank you.

Relay voltage sounds reasonable. Do you have fuel pressure. If you depress the schrader valve on the pump (Front and center) while someone else cranks is fuel squirting out?

You're just over the edge with voltage loss on that relay; max difference should be 0.3V and you're at 0.4. So put a new relay on your list. But that wouldn't be enough to prevent it starting, esp. if you left the GPs running for a full minute. And even with totally failed GPs, you'd get smoke while cranking.

Does the tach move when you crank the engine with the key?

The tach barely moves when I crank it. So going by that diagram I have a bad cps it seems. How can I test the wiring harness?

The CPS is a cheap test . Replace it with one from ford & move on .THe IPR could be stuck open

Ok, just want to update where I'm at here. I changed the oil and filter, cps, icp, wiring harnesses for both, and my gpr. The truck still just cranks and will not fire. The tach is still not moving while cranking after the new cps was put in. I do get the wts light like normal so I'm not sure if it could be my pcm or not. I checked all the fuses with a multimeter and didn't see any problems. I also drained the fuel bowl and turned to start to see if it was refilling. It didn't refill at all so the pumps shot too. I'm going to pull my ipr to check it over and clean it while I'm replacing the pump. Praying that will fix it but we'll see.

Its a dark blue motorcraft cps from dieselorings.com
