From what I've seen, yes that is true. Haven't seen any indication a dealer can do it either. You have to really be rich to afford a "nice" one of these trucks.
Go to ford.com and build your own. I've done this several times and leather is available for XLT's and cloth is now available for Lariat's.
The 2015 Lariat Super Crew equipped the same way as my 2011 Lariat was, costs 5 grand more. 2011's MSRP was $39,990.00, 2015 is about $45,000.00
I just looked again, and there is no way to get factory leather in an XLT. In fact, it's one of the ways I keep all the trim levels straight in my mind: if you want cloth, then you get an XL or an XLT. If you want leather, then it has to be a Lariat, King Ranch or Platinum.
Not having leather as an option for the XLT is not by accident. Leather on the XLT would mean less Lariat sales. Less Lariat sales=less profits for FoMoCo.

Not a problem for me. I found I could get my XLT fitted with good quality (better than Lariat) leather seats for about $1K.
