Need some help with a 99 hard start **FIXED**

A buddy of mine just got this 99 7.3... Has to give it a little squirt of fluid to get it to start.. When he revs it it won't go past 2000 rpms. Like it hits a limiter. Oils clean and full..replaced the cps... suggestions?..........
...............
...Thanks, Fellas..... He messaged me last night. Truck is now running fine! Hooked a scanner up to it. It told him it was the CPS. I believe that is the first thing I told him to check. He chose not to because it was supposed to be new

Sounds like a high pressure oil leak to me, injector orings or something of the like. I'm thinking its not building enough oil pressure to fire. Should hook up a gauge to the head and see pressure while cranking.

I would check ipr orings then. They probably just swapped it over without replacing them

Edit. Although It does beg the question of why they did the hpop. Maybe the only problem was the injector orings or ipr

Get a gauge on a head, test high pressure oil while cranking.
