The blinkers are on and light up they'd just don't blink . Don't know what to do all fuses seem to check out

 

Sounds like your Flasher relay, It should be a black boxy looking fuse in your fuse box (Open the drivers door it should be on the left side of the dash).

You can get a replacement at any autoparts store for between $10 and $20

 

I agree, it sounds like the flasher. If this is the same as my 97 Explorer it has a single electronic flasher that operates the turn sigs & emergencies. Are your emergency flashers working?

older fords had separate mechanical flashers for turn & emergency. On my Explorer the flasher was -ouch- forty bucks.
