You might waste 5 minutes if you try this, but it won't cost any more $$$:

Engage 4W-Hi, drive a 10 feet to get the hubs to lock, stop, shift trans to neutral, shift t-case to Low, wait 2-3 seconds, shift trans to drive, drive another 10 ft.

Hope it helps

if they went straight for a gem, I would bet its because they couldn't communicate with it. I would suspect wiring if all else has failed. I don't know if the Excursion is like the f150 in this manner, but on my truck when the gem was bad I could take the tcase motor off and manually rotate the tcase to 4x4 high or low. It had arrows that you could line up. Then just rotate the motor and stick it back on. Might try manually putting it in low and see if it commands back out of it.

take a hammer and give that shift solenoid a few love taps

the shift solenoid is on the rear of the t-case. every since Ford introduced those damn things in 1992, they sometimes freeze due to corrosion. a few whacks with a hammer loosens that corrosion and they'll work for a while

I've replaced a few of those for dirt cheap $$$. they're a dime a dozen in junkyards if that ends up being the culprit
