Shift on the fly issue

I just bought a 2002 F250 7.3l. I had a cooling issue and that's fixed. I needed my 4x4 and it wouldn't engage. I put the switch in 4x4 hi and nothing. I tested the transfer case motor and it had power. I changed the transfer case motor and it was fine today in the snow. I put it in 4 lo and it wouldn't come out of 4x4. I put my trans in neutral and still nothing. I tried everything. I had to take off the transfer case motor put shaft in 2wd and drive home. What could be the problem?

I have had two switches go bad.
