Front/rear wiper and washer not working

I have checked fuse #11(30amp). Have 12v going through fuse.
Where does the power go to? There must be a relay that the 12v goes through.
Driver express window relay is also not working properly. 5 amp fuse checked so is it a GEM issue?
Thanks in advance!

I had a thread about PATs and Theft alarm but it turned out the starter decided to disintegrate at that moment unknown to me.
I believed everything worked and used the wipers and washer on the road.
Next day the wipers and washer and the express drivers window were not working.
Today I removed all of the remote start wiring right to the bone. Checked fuses and relays. I have power to the #11 fuse but do not know where it goes from there to work the wipers and washers.
Any help appreciated!!!

Thank you!! Greatly appreciated!
Can someone tell me where exactly the GEM unit is installed under the dash? I'm okay with reading wiring diagrams but not great so location of the GEM and relays will give me a leg up
Thanks again!

It's attached to the back of the under dash fuse box.

I was able to use the wiring diagram to check for 12v at the relays affected. Using a multi meter, I was able to trace the issue to fuse #8(5amp). It looked okay but the multi meter showed that it was bad. Everything works as it should again. Thanks for the help!
