the cel does come on and it sometimes blinks. unsure what trany it is at the moment. it has the o/d button on the shift lever. truck is a short wheel base flareside so it should have some get up and go to er

You have the E4OD transmission. It is completely electronic. I forgot to ask if the O/D light was blinking. If it is, then there are stored/pending codes for the transmission.

116 - Engine Coolant (ECT) sensor out of range – ECT
636 - Transmission Oil Temperature (TOT) sensor out of range
121 - Throttle Position (TP) sensor out of range – TPS
114 - IAT sensor out of range – IAT
I dont think there are 2 digit codes on our ECU's. I got the same computer in mine.

The OP's truck should have three digit codes, Ford started transitioning from two digit codes to three digit in 1991. No vehicle will ever have a mix of two and three.
Codes 114, 116 and 636 are caused by not warming up the engine/transmission before running the KOEO tests.
The code to focus on is 121 (Closed throttle TPS voltage higher or lower than expected) Get a meter, then verify the TPS signal output with the key On and the engine off is between 0.6 to 1.0 VDC.
