Then tell the owner to provide one. I've done that before. If you're ok with the $4k, tell him it's a deal if he includes the carfax. Usually you can tell how a person acts when you mention carfax if something hasn't been disclosed.
It's saved me from a branded lemon and a salvage titled in a different state. I'll always think they're worth it.

What about Vininspect? It's only $8.99 Before you say you get what you pay for remember we're talking about a 4k truck, not a $50,000 truck. Putting the vin in down there so I can copy and paste it easily

Not all states have the same requirement to be a salvage title. In my state it takes over 70% value to be considered totaled, but some states require as little as 40%. Just cuz the title is clean here doesn't mean much. Especially if it was salvaged that means the insurance didn't pay for the work done, and odds are repairs were done cheaply.

Well, I don't know what price they're asking, so I'm without a little information. Edit: Now I see the price.
A few things, first being the battery is the wrong size. Only 610 cca and doesn't fit the battery box at all. That thing looks like it flops around a good bit.
Right rear tire suggests the front end is out of alignment. Notice that the inside of the tire is worn more than the outside.
Caked gunk around the grease zerks on the tie rods and ball joints suggest they haven't been touched in a while.
Hanging front license plate suggests lack of obscenities given.
Overall, it looks to me like maintenance was not a priority for the owner.
