HELP!!! Tensioner Backing Plate Required???

HELP!!! Tensioner Backing Plate Required???

Wrapping up a timing chain replacement on a '99 5.4L, and I came across a backing plate for a tensioner.... I guess in my haste, I set it aside as I've done a few Jag 4.0's and the updated tensioners for these leaves the plate off...???

ANYWAY...
There is only one plate for the LEFT (drivers) side
1. Do I need to put this plate back on under the tensioner before I button it up?

2. Why is there no RIGHT (pass) tensioner backing plate?
