"428 4 valve...". Well, let me make life easier when it comes to parts etc.
There is no such thing as a "428 4 valve..."
Your B700 probably has a "429 4V". The 429 is a different series engine than the 428. The 428 was never offered in any truck. The 429 started out as a car engine and grew into the 460. A heavier duty version of it was created for medium trucks. That's what you probably have.
As for "4V", that stands for "4 venturi" or 4 barrel carburetor. NOT 4 valves.
You can probably bolt on any 4 bbl carb. I would guess you have a square bore carb.
Your carb is probably governed, as well as your ignition. If the ignition is governed, you should be safe from engine overspeed. If not, you must be careful not to over rev that motor.
