It's normal for the icp to go up and down. It is not normal for the icp to go to and down while cruising with steady a throttle on even terrain.
Does it only do this when hot? If so, it is likely a hpo leak.
If it only does it after cruizing a while, it suggests a low pressure oil problem.
Combining with an oil leak on the front drivers side makes me think the hpop is running low on oil and the low pressure oil pump may not be supplying enough oil to the hpo reservoir. Something to consider ..... Unless your user name indicates otherwise.

I've checked everything the shop has checked everything. The only thing Iv found out of the ordenary but I'm not sure if it's normal or not but. I pulled my air breather off looked up inside and could see the turbines of the turbo theirs oil inside there it's blowing into the air cooler and what I thought was a oil leak is where the plastic hose coming off the air cooler to the intake had a crack I it and was blowing all the oil that was coming out the air cooler out the crack. It doesn't make sense to be blowing oil into the air intake. Is this normal could this be the problem or is it a whole mother problem. Also took a fuel sample from the top fuel filter after it was leaving the filter and the fuel was extremly aerated. And remember the truck doesn't not have a no start or hard start problem it cranks fine warm or cold just riding down the road at high way speeds it shuts off

This would be one of those situations you had to be there to see what is going on. The crankcase vents into the intake, welcome EPA. Oil on the intake side is normal, the Tech folder has an article to reroute the CCV.
You mention fuel agitated. Engine running, just cranking or key On? If you are keying ON to the let the HFCM push fuel and seeing bubbles or agitated you did not install the filter correctly and are sucking air.

Referring back to the oil leak on the low pressure end. Iv noticed that when I pull my air breather of and look in side at the turbo I see oil. Also up the 3in block plastic hose the comes off the air cooler at the bottom and runs up under the air breather and I to the top of the intake. It has oil in it the oil leak I noticed is because of a crac I the plastic hose at the bottom by the air cooler exit and it's blowing oil out. To my knowledge I don't think I should have oil in this and going down in the intake. But also Iv been checkin the dip stick and it's not kissing oil. I'm lost

To check the FICM I took the like cover off the top and tested the prong to the far driver side and to the negative battery lead. It read 33-35 volts. But the volt meter I used was in it's last leg so it could of been wrong. As far as the fuel I pulled the fuel line off the top fuel filter after it leaves the filter so the line goin to the motor and it had tons of tiny bubbles in it

If you did not lube and tighten the lower filter on the HFCM correctly when you installed the new filter, you can suck air at that point, Recheck. Get a proper volt meter and check the FICM again, 33-35 is a no go.

wow jumping around much lol one thing at a time i wouldnt think it would be your ficm but you need to make sure you have oem filters in it both fuel and one there are 2 fuel fitlers. Then check your fuel pressure not on you tunner with a gauge next to the fuel filter housing you can find out how in the tech folder make sure that is ok 1st if pressures are in spec check for air in the fuel make a clear hose that goes form the fuel inlet on the fuel filter to the pipe you can make this farely ez i made one from parts from ace hardware. if it doesnt have a lot of air then we will have to look deeper but if you do this and report your findings back we can help you get it fixed. i work at a dealership and there is no magic fix button or part to throw on but with a little work you can find it and fix it and you will learn more about your truck and how it works

Turns out I have a bad oring in the top of one if my injectors or just a bad injector and it's leaking fuel into my oil system and causing the truck to have to much oil and thin oil. It causes my low pressure oil pump to not be able to pump all the oil and it causes the hpop to loose it's prime and that is what causes the low icp. All this turns out to be a bad o-ring
