Truck wont run, it starts up and sounds like it isnt fully compressing diesel

Your description is severely lacking. You can upload the sound or video clip to somewhere like youtube and link to it.
Answer the following:
1) Year of truck
2) Chip? (And which one, if so)
3) It will or it won't start with the block heater plugged in?
4) I really don't know what you mean by "fully compressing diesel." The engine doesn't compress the diesel fuel. It compresses air in the cylinder and then injects the diesel into an already compressed chamber where the temperature and pressure are high enough to ignite the diesel already. Your rings and valves can wear out to where you lose some compression, but usually the truck will still run, just with less power and you will burn oil.
Also, please verify that the 8 new glow plugs you just put in are indeed motorcraft.

I'm not ragging on ya Kbar, but the diesel semi's use is the same commercial diesel we use in our trucks. Unless you are running an LPG/CNG setup like most newer semi's are.
Also, what is your current outside temperature, and are you getting smoke while cranking? After it warms up, does it go away? Fuel additives your using, last filter change, and miles on the truck, and how long it's been doing this might also help out a bit more.
