Question CFM+ intake heater delete kit?

Is this intake heater delete kit/plug worth doing on my "basically stock" truck. It has zero performance mods besides an intake filter on the stock pipe and a leaky exhaust. I know I need a bigger exhaust but that wil come with time, I have a nice 4" straight pipe for like 80 bucks so I need a bigger downpipe.

I have leaky uppies at the collectors and will be replaced with a banks power elbow and new uppies. Would it be ideal to get a straight pipe for my intake or is the stock pipe going to a cone filter fine on performance?

Another question would be a tuner or programmer? I'm not looking to spend $1,200 on a tuner. That being said is a T.S 6 position a good choice in mild performance?

Just trying to get some more power out of my 7.3!
