91 F150 XLT Lariat 2WD 4.9L E4OD
Okay...I've been a long time lurker and finally registered. The FTE site is full of practical knowledge and good ole hands on experience. Love it!
My 91 F150 is part of Safety Recall 95S28.
I talked to Ford who said it would still be honored at a dealer.
I have some other concerns in the steering column besides the ignition switch and wonder how those could be addressed while the dealer does the repairs without it costing me additional labor (if any at all) when they perform the recall.
Here are the repairs I think need to be done:
1) Ignition switch recall (dealer will repair/replace at no cost)
Could the dealer also grease the column lock actuator while in there to address 2) TSB 95-23-1 ignition switch - key hard to turn in cold temps (non tilt)
And, I'm having an intermittent issue as well... 3) Occasionally gear selector has to be pulled into park to start. Read a few post recommending to check some loose bolts. Would the dealer check that as well? Or, would that be considered additional work?
I know the issue with starting could be the NSS/MLPS too, but that is obvious other unrelated and wouldn't be done while replacing ignition switch.
I could do it all myself...but, if the dealer can help me on the labor since they'll at least have the column dropped to do the switch, I may have them do it all even if it cost a little in labor over what would be covered in replacing an ignition switch. (BTW, dealer quoted about 150 to do the ignition switch)

I think you will find that every dealer can be different with what they will be willing to do or not.
I've seen some that have no problems just replacing old belts with new ones for the cost of parts when a (for example) warranty water pump replacement was done, and the others that would charge the full amount for the belt replacement with labor.
Just give them a call and ask, might be worth calling two if you have that option.

different scenarios ... for a water pump job the old belt HAS to come off, therefore the price of a re & re is built into the water pump job. to charge you extra labour to put a new belt on, rather than the old one, would be outright theft.
your actuator and gear selector issues are not related to the ignition switch issue and would entail free labour on the part of the mechanic ... good luck with that. be pleasantly surprised by any little freebie that a mechanic may do for you, but i would never go in there asking for free labour.

So, I called the local Ford dealer and was pleasantly surprised by the response. I asked about the safety recall and what it would cost me to do the additional checks/repairs. The service manager said they should be able to include any related work in the recall work. I was asked to bring the truck down so they could have a look at it and order any parts needed.
Once at the service center, they quickly verified the parts...the ignition switch was on backorder. Interesting fact, they said the switch was about 57.00 but in 1996, only about 4.00...wow!
I told them how excited I was that they offered to lube the actuator pin and check for any looseness in the gear selector. Again, I asked for an estimate for the additional work, but he assured me it wouldn't be a problem to include it in the recall work.
Once they get the switch and complete any work, I'll be sure and let you guys know what happened.

Turns out the Motorcraft ignition switch F2TZ 11572E is SO back-ordered that no Ford dealership could get one.
But, I was able to score a NOS part on eBay.
I verified with local Service manager that labor to replace ignition switch would be covered by recall even though I bought the part. I scheduled and had the work done today. It was too late (per date of oasis letter) to get reimbursed for the part though.
These guys were awesome! He asked me what else was going on and I mentioned the issues with the key hard to turn when very cold and that the shift lever had to be pulled up into park at times to start. I provided a Motorcraft ignition lock cylinder and asked for it to be replaced as well. Upon picking up the truck today I expected to see an invoice that would include labor for everything except for the switch... Z E R O !
Got the shift lever adjusted, actuator greased, new lock cylinder and the switch replaced by the dealer. Very Satisfied!
Now onto the next project.
