Steering wheel electronics

My F350 Super Duty steering wheel has many of the electronics buttons located there. None of the electronics work, nor does the horn. All that is lite up on the dash is the seat belt sign stays on all the time even buckled up. Someone mentioned Clock Spring. Is that what operates all the electronics from the steering?

the clock spring is the device that transmits the electrics from the switches and horn button to the harness in the column so the steering wheel can rotate freely.
