For you viewing pleasure the control diagrams.

What happens is the Vref gets grounded and that
will take the throttle out of action.

Look at the part of the diagram for the throttle and the EBP
Vref supply.

And check your degas tank for a crack that could leak into the sensor. A bunch of these sensors are tied together including the gas pedal, and if one shorts to ground, it will show a failure of the 3 gas pedal circuits, which will cause a forced idle so your truck doesn't go all Toyota on you.

Just think about that. They avoided a problem doing it that way.
At least we are not full drive by wire "yet"

I'm glad that you found the problem but I would not have had the knowledge to pass along to you if it weren't for the veterans on here who taught me that same trick. I have an early build so my EBP sensor is a lot easier to get at than the ICP sensor so even though it was my ICP it was suggested that I start with the EBP so since you had tried the ICP I only passed along what I had learned on this site.

I found the issue to actually be in the pigtail itself going to the ICP so I replaced both ICP and EBP pigtails as well as the ICP sensor itself and no more VREF problems.
