Brake Pin Confusion

Brake Pin Confusion

Hello, All
I have a question related to the caliper pins I just picked up for a brake job I’m preparing to do.
Part# 2C3Z- 2C150-AA . They are a pair of pins w/boots, for my front calipers. The question about this part# pertains to the upgraded Pin in the set with a rubber sleeve.
I saw on a vid how the sleeve is inserted into the bore, then the pin, until the pin enters the sleeve and all's good? But the pin when pulled slightly in the video, Returned to its original position as if it had hydro locked.
In my replacing of rear brakes a few years back, I learned that to much brake lube on the pins was to be avoided, so as to not create this hydro lock situation. Upon inserting the pins in the rear caliper situation, I pinched the boots seal land slightly to relieve boot pressure to let the pins rest. Leaving the pins in a static position with no inward or outward pressure.
Now we have this new pin design with a rubber sleeve creating this intentionally?
Why, might I ask?

This is the Pin set I had the wonder going about. I will read on. Not sure the reason is mentioned regarding the update tho.
