Painting rims

Hello folks I have a set of rims that have old nasty white paint that is chipping and peeling off and was wondering what would you guys reccoment as far as getting all the old crap off in a quick yet effective way, I have some self etching primer and two cans of black paint for them I just didn't know the most effective manor of getting most of it off before using sandpaper to scrub it down, then clean it up with some rags and lacquer thinner. Sorry if my question is a little dumb sounding I'm just kinda stumped on the best way to do this.

Sand blasting or aircraft paint remover with small wire brush then wash off.

I would powdercoat them instead of using paint again. Powder coat will definitely last longer.
