You got the right sensor and location but the circuit is in trouble.
Voltage and ground is not telling you the truth 'for the problem'.
Measuring it "open circuited" is not a test under the sensor heater's load.
There likely is a high resistance in the circuit at some point causing power to drop under the heating element load.
That's what the computer is complaining about because it measures circuit current to tell it's to low thus sets the code.
A dealer will have to find it as you would do.
