There isn't much else it could be...
When you remove the old one, clean the frame rail and check for cracks behind it.

The entire drivers side is caked with old fluid where the previous owner got carried away with fluid. Ill have to do some pretty hefty cleaning.

better than finding the frame rail is cracked after you get the box in and try to align it.

Turns out the box was the culprit. Now I just wish I had marked the position of the steering shaft where it slips onto the box. Not turning left near enough to make a turn now.

It's not the steering shaft, it's the pitman arm.
Point the wheels straight ahead.
Pop the arm off the box.
Center your steering wheel (mine is 3 turns lock to lock IIRC...)
Lock the wheel straight ahead with the ignition.
Put the pitman arm back on in the nearest spline.

The box I got came with the pitman arm on it already. couldnt get it off so just left it alone.

This is a problem because it is the box that is limiting turning.
Did the box come from a similar year F-350?

I believe it came off a 88 or 89 3/4 ton.

Pretty sure the TTB 250 uses a different pitman arm.

I couldnt get the pitman arm off, so I just used it. Only difference was a 1/4-1/2 inch rise.

350 pitman on a 250 will work, it bumps the stops a little sooner is all. A 250 pitman on a 350 isn't worth a crap, you can't turn a circle in a 40 acre field!

I broke 2 pitman arm pullers trying to get it off. So I dont really know what else I can do without breaking out a cutting torch. May just have to plan ahead and try not to need to turn sharp to the left from now on.

I don't know how you can break a puller.
Just put some pressure on it and hit the collar of the arm hard with a 3 or 4 pound hammer.

First one the bolt stripped all the threads out, the second developed a crack on the arm. They were the el cheapos from Oriellys . I may call in professional help to see if I can get it loose and put the original arm on it.
