Fuel pump issue

1999 f250 6.8l v10 fuel pump is staying on when key is on. Relay is ok. Doesn't seem to hv pressure at fuel rail. Pump is only 2 yrs old. Does the pcm turn the pump off when the pressure builds up or is there a timer?
