Sputtering and coughing-speed related

Sputtering and coughing-speed related

I have a 1997 F 250 HD (old body style) with a 7.5L that was equipped to also run on LP. I have the electronics and everything but the tank but have never used it.
Problem - This occurs ONLY when I first start it up, warm or cold doesn't matter. It leaves idle fine and then from 15 mph until it shifts at about 30 mph, it coughs sputters and runs like crap. Once past 30, it runs perfect and I can stop at a light and accelerate without a problem. However if I turn it off it starts the cycle again. Also once it starts if I floor it till the shift around 30 it reduces the sputtering. Any ideas where to start?
It has had plugs, wires and cap/rotor replaced about 5K ago.
